12 new united communities in Poltava region may have their first local elections on October 25

On 25th of October 12 local united communities of Poltava region will hold their elections: Globyno and Pyryatyn communities, Semenivka, Shyshaky, Bilotserkivka, Klepachivka, Nedoharky, Omelnyk, Pishchane, Pryshyb, Pokrovska-Bahachka and Chervonoznam’yanka rural communities.

On the 4th of September the President of Ukraine Petro Poroshenko signed the Law № 676-VIII «On amending some laws of Ukraine concerning the organization of the first elections of deputies of local councils and village, town and city mayors” (bill number 3008). On the 5th of September the law was posted in the publication “Voice of Ukraine”.

The law deprives local authorities of regional level the power to merge the baseline territorial communities, as well as the power to appoint the date of the first local elections in united communities.

The law stipulates that in case of local councils decision to create a united local community, as well as support of such decision at the local referendum, village, town and city mayors address to the regional state administration to check that decision with the Constitution and current legislation.

In turn, the Regional State Administration has to give a conclusion on the legality of the decision on voluntary association of local communities and within 10 days to appeal to the CEC for the appointment of the first election of deputies of village and city council and the village, town and city mayor in these communities.
